Introduction
This bite-sized short course is delivered online and is referred to as a ‘topic’. There are around 60 such topics currently available for you to choose from. These can be studied individually to increase your understanding or for continuing professional development (CPD) purposes or in combination as part of an academic qualification.
Health Impact Assessment (HIA), unlike Strategic Environmental Assessment (SEA), has no statutory foundation in either European or United Kingdom legislation. Health considerations are already a requirement to be considered, arising out of many policies in Planning Policy Statements (PPS) and Planning Policy Guidance (PPG). In relation to Strategic Environmental Assessment, Sustainability Appraisal (SA) and to a lesser extent, Environmental Impact Assessment (EIA), government policy is to integrate health assessments.
The Health Protection Agency, a non-departmental public body, responsible to the Department of Health was constituted in 2003 to provide an integrated approach to protecting UK public health through the provision of support and advice to the:
- NHS.
- Local authorities.
- Emergency services.
- Other arms length bodies.
- Devolved administrations.
As part of that role, it has championed the development of health impact assessment (HIA) tools and works with the National Institute for Health and Clinical Excellence, whose predecessor organisation (the Health Development Agency) did much to develop a comprehensive catalogue of evidence, data and practical guidance on health impact assessment.
