This one day course is part of our Planning Appeals professional development suite, delivered in partnership between UWE Bristol and IPe (intelligent Plans and examinations). Who is it for?

This is an introductory course to provide core and foundation knowledge for those engaging in planning appeals work with no, or limited, experience. This is the first in a series of three courses; it provides a context and introduction.  It can be taken as a single course to provide an overview, or as a first course in the completion of the full professional development suite for planning appeals.

This programme is highly suitable to those involved in all aspects of appeal work, including preparing appeals and evidence for submission, or who have an involvement in the planning appeals process more broadly and is looking for an understanding of the overall process, including;

  • Planning Officers
  • Local Members
  • Planning Consultants
  • Clerical, Administrative, and Technical staff involved in appeal management  
  • Neighbourhood Planning groups
  • Anyone interested in engaging with a planning appeal

What will I get out of it?

The day will provide you with an overview of the planning appeal process, including the procedures associated with submitting, participating in, and determining the different types of planning appeal.  The day will cover the various forms of planning appeal approach and their associated requirements, and will consider the manner in which the process can, and should, be engaged with.

The programme will be highly participate giving you the opportunity to be walked through the process in a step-by-step method, providing you with guidance on how to develop your confidence and abilities in working within the planning appeals process.

Course Deliverers

Andrew Seaman BA (Hons) MA MRTPI

Andrew is a longstanding chartered member of the Royal Town Planning Institute and has over 28 years of detailed planning experience.

Prior to joining IPe in February 2019, Andrew completed 13 years as an Inspector with the Planning Inspectorate. During this time Andrew has individually resolved a large volume of contentious Section 78 planning Appeals through written representation, hearings and multi-party extensive Inquiries, as well as conducting Local Plan examinations. Andrew latterly served the Inspectorate as Group Manager - Planning (England) carrying responsibility for all Inspectors involved in mainstream Section 78 appeal decision making across England. Andrew has further been the senior lead in the recruitment and training of new Inspectors in addition to being a specialist in heritage issues for the last 10 years.

Andrew formerly worked in both the private and public sectors, joining the Inspectorate from a senior management team position within a District Council where he held responsibility for leading a large staff delivering Development Management, Planning Policy (bringing an old style Local Plan to successful adoption), Building Control and Emergency Planning. He has also enjoyed supporting the University of the West of England (Bristol) in the practical application of planning skills by their undergraduate students for a number of years.

Nigel Payne BSc (Hons) DipTP MRTPI MCMI

Nigel worked as an Inspector for 20 years, latterly as a Principal Inspector and Sub Group Leader, managing a team of other Inspectors and undertaking major Local Plan (LP) examinations, including the two joint Core Strategies for Northamptonshire, Cherwell and Winchester. In 2011 he conducted the first ever Community Infrastructure Levy (CIL) examination in Newark and has since completed many others, including for Bristol.

For a number of years at PINS Nigel was involved in the recruitment and training of new Inspectors, with responsibility for training on LP and CIL examinations and for the quality control of reports, as well as for all types of S78 appeals.  He undertook hundreds of appeal cases, from small householder cases, through hearings and inquiries to major Secretary of State report cases, with none overturned by the High Court.

Earlier in his career Nigel spent 7 years at Cotswold District Council including producing Local Plans for Tetbury and Cirencester, and then had a highly successful career in the private sector, with an excellent track record on appeals, working first for Bradleys in Swindon and then helping to found a multi-disciplinary consultancy, DPDS, which grew rapidly, before joining PINS.

At IPE he focuses on supporting Councils preparing LPs and on examining CIL charging schedules, most recently at Cheshire East, and also Neighbourhood Plans. Nigel is also a part time lecturer at UWE and delivers lectures on appeals, LPs and related matters annually at both undergraduate and postgraduate levels, as well as conducting mock job interviews and inquiries/hearings for students.
